Agreement
to rebuild A9 signed [ Tamil Net ] [Dec. 23,
2002]
Asian Development Bank (ADB) signed an agreement Monday morning
at the Kilinochchi political head quarters to provide
a Rs.600m loan to rebuild 103km segment of Jaffna-Kandy
road (A9) beginning from Vilakuvaithakulam in Omanthai
to Jaffna Town, sources in Kilinochchi said. Signing
of this agreement marks the beginning of real implementation
of development activity of areas devastated by war
and which are within the adminstrative control of
LTTE, officials attending the signing ceremony said.

Lanka
forces offer phased withdrawal [ Sunday Times
]
Sri Lankan security forces have offered a phased withdrawal from parts of the
High Security Zone in the northern Jaffna peninsula
for civilian re-settlement if the Tamil guerrillas
agree to disarm, withdraws artillery units and mortars
and allow police full powers to operate in these
areas, a local newspaper said. The Sunday Times
newspaper said that these proposals have been made
to the guerrillas of the Liberation Tigers of Tamileelam
(LTTE) by Jaffna Security Forces Commander, Major
General Sarath Fonseka.

Lanka's powerful Buddhists reject government move to share
power with Tamil rebels [ AP ]
An influential Buddhist, All Ceylon Buddhist Congress
group on Saturday opposed a government move to share
power with the Tamil rebels, saying only the
majority Sinhalese have the right to make decisions
in the island nation. But the All Ceylon Buddhist
Congress said Saturday that while minority Tamils
and Muslims in Sri Lanka could enjoy economic and
social rights, political decisions should be made
by the Sinhalese. "We reject what the government
has agreed to in Oslo," said Sooriya Gunasekara,
secretary of All Ceylon Buddhist Congress, a lobby
group representing the nation's Buddhists.
The United National Front (UNF) government Monday said
if the attempt to find a political solution to the ethnic
conflict through a federal constitution is rejected
then there is high likelihood of war breaking out again.

Responding to a proposal by the leadership of the
LTTE, the parties agreed to explore a solution founded
on the principle of internal self-determination
in areas of historical habitation of the Tamil-speaking
peoples, based on a federal structure within a united
Sri Lanka.
Guided by this objective, the parties agreed to
initiate discussions on substantive political issues
such as, but not limited to:
· Power-sharing between
the centre and the region, as well as within the centre
· Geographical region
· Human Rights protection
· Political and administrative
mechanism
· Public finance
· Law and order |

We salute both sides and the Norwegian government for
moving the peace process forward and welcome further progress
toward a negotiated settlement based on the principles
of democracy and respect for humanrights, while maintaining
the country's territorial integrity. As we have said before,
we hope that the outcome of negotiations will paydue regard
to the security and well-being of all communities.

The Tamil people want to live in freedom and dignity in
their own lands, in their historically constituted traditional
lands without the domination of external forces. They
want to protect their national identity pursing the development
of their language, culture and economy. They want to live
in their homeland under a system of self-rule. This is
the political aspiration of our people. This constitutes
the essential meaning of internal self-determination.
We are prepared to consider favourably a political framework
that offers substantial regional autonomy and self-government
in our homeland on the basis of our right to internal
self-determination. But if our peoples right to
self-determination is denied and our demand for regional
self-rule is rejected we have no alternative other than
to form an independent state. |
